WaterPlan 2050 is the long term water supply strategy for the Central Coast.

The Mardi-Mangrove Link Project is a key element of WaterPlan 2050 and will help to secure the region's water supply over the next four decades by linking Wyong River to Mangrove Creek Dam, via Mardi Dam.

The purpose of the project is use Mangrove Creek Dam to store water, obtained in periods of higher river flow for return to Mardi Dam when water storage levels there are low. This will be achieved through:

• improved harvesting of water flows in the Wyong River;
• storage of this water in Mardi Dam, until its capacity is reached;
• transfer of further 'surplus' water to Mangrove Creek Dam for storage; and
• transfer of stored water from Mangrove Creek Dam to Mardi Dam under gravity (and onwards to the Mardi Treatment Plant) when needed during drier periods.

The project is an initiative of Gosford City and Wyong Shire Councils with Australian Government Water Smart Program funding of $80.3 million.

Wyong Shire Council is the lead Council in the procurement of services for the project.

This Notice provides introductory information relating to compliance and accreditation requirements for entities considering tendering for the role of Construction Contractor for the Mardi - Mangrove Link Project.

Scope of Project

The overall Project includes the following capital works:

Wyong River Off-take Structure A new water off-take, near the site of the existing structure, capable of extracting up to 500ML/day from the lower Wyong River
Wyong River Pumping Station A new pumping station to extract water through the Wyong River Off-take Structure, with an installed capacity of 320ML/day
Wyong River to Mardi Dam Rising Main A new rising main, approx 2.6km long and 1000mm diameter, to transfer water from the lower Wyong River to Mardi Dam
Mardi Dam Inlet Upgrade A new inlet to Mardi Dam to take the flow from both the Wyong River to Mardi Dam Rising Main and from the Mardi to Mangrove Transfer Rising Main
Mardi to Mangrove Transfer Pumping Station A new pumping station to pump water from Mardi Dam, through the Mardi to Mangrove Transfer Rising Main, to Mangrove Creek Dam at a rate of up to 160ML/day
Mardi to Mangrove Transfer Main A new pipeline, approximately 19km long and 1000mm diameter, linking Mardi Dam with the end of the existing Boomerang Creek Tunnel (which leads to Mangrove Creek Dam) It will have a capacity of 160ML/day and will permit flow in either direction according to operational needs.
Boomerang Creek Inlet/Outlet Modifications to the existing outlet structure in the Boomerang Creek arm of Mangrove Creek Dam to allow it to operate as an inlet / outlet structure
Lower Wyong Weir and Fishway Modifications to the existing weir and fishway (downstream of the Wyong River Off-Take Structure)

Procurement

The Project is being delivered in five phases:

Preliminary Phase Covers the period during which the concept of the Project was developed and a Professional Services Contractor was engaged to undertake the majority of the design and approvals work
This phase is complete
Design and Approvals Phase

The engineering and environmental investigations, pipeline route definition work, and design of the capital works

The obtaining of statutory approvals and call for Expressions of Interest. This is the current phase of the project (as at June 2009)

RFT Phase The issue of a Request for Tenders for the Construction Contract, and the subsequent receipt and evaluation of tenders
The obtaining of relevant approvals to execute a contract(s) with the preferred tenderer (s)
Construction Phase The construction and commissioning, by the Construction Contractor, of the Project capital works (including site remediation and restoration, and associated post-Completion defects correction, for the pipeline corridors)
The acquisition of pipeline easements (by Wyong Shire Council)
Operations Phase The operations of the water supply and storage infrastructure by the Gosford and Wyong Councils' Water Authority

Scope of Work for Construction Contractor(s) during Construction Phase

The Scope of Work that the Construction Contractor(s) will be responsible for will probably include:

  • procurement of materials;
  • limited design development (to accommodate local conditions);
  • construction of capital works and integration with the overall water supply system;
  • site restoration; and
  • commissioning of capital works.

Skills likely to be needed by the Construction Contractor

To deliver the above Scope of Work, the following skill areas are likely to be required:

  • surveying
  • materials procurement (including pumps, large and medium diameter pipes, valves, electrical switchboards and transformers, motors, VSDs)
  • mechanical, electrical and SCADA installation, testing and commissioning
  • hydro-testing and pipeline commissioning
  • system testing and commissioning
  • marine and sheet piling and associated works, cofferdam construction
  • caisson construction and sinking
  • river bank protection works
  • large diameter pipeline installation (on and below ground, over and under water)
  • continuous trenching and shoring
  • large diameter pipe welding
  • scour protection works
  • underboring / microtunnelling
  • structural steel fabrication and erection
  • spoil management and disposal (including, potentially, contaminated soils)
  • ground dewatering
  • diaphragm wall or secant pile construction
  • major reinforced concrete construction (including water retaining structures)
  • mechanical installation of pumps and valves, drive alignment
  • building work, including masonry construction, roofing, fit-out
  • minor access road construction and provision of temporary bridging (for construction traffic)
  • traffic management
  • pipeline corridor restoration and landscaping

Mandatory Criteria

Wyong Shire Council has not yet determined the extent or nature of the mandatory (or desirable) criteria that it will assess before selecting a preferred tenderer; these will be advised in due course. However, entities wishing to be considered for the role of Construction Contractor should note the following:

  • the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry (reissued June 2006) will apply; and
  • entities must be accredited under the Australian Government Building and Construction OHS Accreditation Scheme, established by the Building and Construction Industry Improvement Act 2005

At the time, entities must have workplace arrangements in place that comply with the Australian Government Implementation Guidelines for the National Code of Practice for the Construction Industry.

Additionally, at the time of lodging an Expression of Interest, entities must be accredited under the Australian Government Building and Construction OHS Accreditation Scheme. Note that the Scheme requires accreditation at the time of Contract award (and during construction) but time is of the essence and it has been decided that confirmation of this accreditation will be required by Tender lodgement date.
